About the Compliance Office
Bernalillo County believes that creating an ethical culture within county government is essential to the success of providing public service and maintaining the public trust.
The Compliance Office is a program that supports the county’s mission of quality public service and helps to protect its culture and reputation by providing resources to assist county employees and elected officials make ethical decisions in their work.
The program develops and distributes awareness materials, including the Employee Code of Conduct (in process); facilitates legal compliance and ethics training; processes complaints for potential violations of the
County Code of Conduct
; and provides additional channels for citizens and employees to voice concerns. Employees and citizens are encouraged to report all types of issues or concerns to the program through their choice of
offered communication channels.
Many reports received by the Compliance Office may require the involvement of other departments, such as
Human Resources
or Internal Audit. This trend is consistent with other organizations that provide alternative reporting mechanisms as a part of a comprehensive ethics and compliance program. The Compliance Office works closely with all county departments to ensure that reports are routed to the proper managing body.
The Compliance Office also provides staff and assistance to the
Code of Conduct Review Board
. This board handles formal complaints submitted to the Compliance Office and conducts hearings and investigations to determine the merits of any filed complaint. In addition, the board also provides advisory opinions regarding the applicability or interpretation of the Code of Conduct.
