Bernalillo County has a continuous, six-year Capital Improvement Plan (CIP), which provides a link between the needs and visions of the public and the county’s capital expenditure budgets.
Bernalillo County’s Capital Improvement Program will be providing county-wide information in early summer 2020 to inform the public about the 2020-2026 Capital Improvement Plan and 2020 General Obligation bond questions that will be on the November 2020 ballot.

The CIP continuum does not include the daily or monthly operations and expenses of a facility, but rather longer-term upgrades that extend the life expectancy of a facility and/or improve energy efficiency. The need for remodeling, redeveloping, and repurposing a facility often arises from maintenance challenges and expenses, changed uses for a building, as well as from general wear and tear caused by usage and time.
Roads, buildings, and portions of recreational and public safety facilities will all experience some type of redevelopment or improvement need for maintenance purposes as the facility is used and ages. Contemplation of these improvements simultaneously completes the end of the continuum and returns the facility’s capital needs to the beginning of the continuum – planning and funding.
