Bernalillo County has a continuous, six-year Capital Improvement Plan (CIP), which provides a link between the needs and visions of the public and the county’s capital expenditure budgets.
Bernalillo County’s Capital Improvement Program will be providing county-wide information in early summer 2020 to inform the public about the 2020-2026 Capital Improvement Plan and 2020 General Obligation bond questions that will be on the November 2020 ballot.

Biennial general obligation bonds, impact fees, and the County’s general fund are all local sources of capital project funding that are used for buildings, roads, bridges, trails, parks and recreational facilities, and public safety facilities.
Capital outlay grants and severance tax bonds are both sources of capital project funding from the State of New Mexico that are used for buildings, roads, bridges, trails, parks and recreational facilities, and public safety facilities. Bernalillo County makes legislative capital outlay funding requests annually. Legislature and Governor approvals of a capital outlay spending bill are required, and executed grant agreements between the State and Bernalillo County subsequently are required for appropriations to be official and available for use.
Moving Ahead for Progress in the 21st Century (MAP-21) provides federal sources of capital project funding for roads and bridges. Funds generally available to the County include: surface transportation (STP-U), highway safety (HSIP), congestion mitigation (CMAQ), safe routes to schools (SRTS), and transportation alternatives (TAP). The latter fund is used exclusively for pedestrian and bicycle facilities. These funds are typically administered through the competitive Transportation Improvement Program (TIP) process that is administered by the Mid-Region Council of Governments (MRCOG) every other year. It must be noted that library books and materials, while not a capital facility per se, are considered an eligible capital item to receive general obligation bond funding.
