Capital Outlay grants from the state of New Mexico are one strand of revenue for capital projects that Bernalillo County uses and leverages to obtain additional funding from General Obligation (GO) bonds and federal transportation grants.
Capital Outlay grants are sponsored by legislators for worthy capital projects in their home districts. These grants are reimbursable (Bernalillo County fronts the money) and are awarded for projects in a local government’s Infrastructure Capital Improvement Plan (ICIP), which Bernalillo County updates annually and presents to the Board of County Commissioners each August.
Capital Outlay grants must be used within four years of being appropriated. Like GO Bonds, they must be spent on the specific capital project for which it was appropriated and cannot be used on daily operations or maintenance.
The Board of County Commissioners approves an administrative resolution each fall that identifies the county’s top Capital Outlay grant priorities that will be pursued the following legislative session that begins in January of each year.

The 2019 legislative session begins January 15 and ends March 16. The commission passed Resolution 2018-83 AMENDED, which lists the county’s capital outlay funding requests, on January 22, 2019.
The 2018 legislative session begins in January 2018 and ends in February 2018. Governor approval of all Capital Outlay grants is required, and line-item vetoes can happen. Bernalillo County will post the list of 2018 appropriations in Spring 2018 after the Governor signs the Capital Outlay bill.
The legislature meets in a 30-day session in even-numbered years and in a 60-day session in odd-numbered years. Governor approval of the Capital Outlay bill must happen within 30 days of the conclusion of a legislative session.
