BernCo Board Honors Seven Employees of the Quarter


On April 25, 2017, the Employee Recognition Committee presented seven employees for the Employee of the Quarter Award. Each person selected for this prestigious honor received a nomination in addition to the highest ranking in their division to receive this award.

The Board of County Commissioners recognize and appreciate the hard work and dedication of the seven employees who have shown exemplary dedication to Bernalillo County.



Division 1 (County Manager) Sonya Baldonado

"Sonya is always very cheerful and willing to help and to share her ideas and knowledge with fellow employees. It is definitely a pleasure to work with her.”

Sonya has been working with the county for eight years, but has been a full time employee in the Human Resources Department for four years. She has worked her way up from an Administrative Assistant Sr. to her current position as the Human Resources Records Management Specialist. In the four months that she has been in this position, she has implemented significant efficiencies to the file room. She maintains all County personnel files, both active and terminated, and responds to requests from employees, mortgage companies and law offices. She loves what she does and the people she works with.

Sonya is a proud mother of three wonderful children: Xavier 10, Anthony, 7, and Mariana, 5 months. When not at work, she enjoys being outdoors and spending time with her family.





Division 2 (Community Services) Elaine Kapuscinski

“Elaine always goes beyond her own job duties to create a good environment for the office and the County while providing a good experience for customers and staff.”

Elaine began her career with the county in the Clerk’s Office as a Records Technician I, advancing to Records Technician Lead in the Customer Service department. She enjoys helping people and this position allows her to do just that. She assists the public and other government agencies by researching recorded documents that are available for purchase, and trains new Records Technicians assigned to Customer Service. She is also trained to assist as needed with Marriage Licenses, Maps & Plats, Recording & Filing, Data Entry, Passports and Bureau of Elections. She celebrated her fourth anniversary with the County on April 8th.

Elaine has been married for almost 28 years to husband Andy, and they have two children—Amanda and Andrew—and one Grandson, Aaron. In addition to spending time with family and friends, she loves camping, fishing, and watching her Grandson play sports. She also enjoys gardening, yoga, reading and learning new things


Division 3 (Finance) Nick Dechnik

“Simply put, Nick loves the County. He makes a point of not only expressing his happiness here, but he shows it in a way that causes others working around him to be excited too.”

Nick joined the County in September 2015 as an IT Administrator in the System Administrators Group within the Information Technology Department. In a nutshell, he deploys and manages county servers and their operating systems; monitors servers and infrastructure equipment to ensure continuity of county business operations; and researches/develops/identifies recommendations for potential future technologies that may benefit the county.

Nick, originally from Michigan, moved to New Mexico 8 years ago. He enjoys collecting and fixing retro video and arcade games, taking his classic 1972 Chevrolet Chevelle to local car shows, and spending time taking his Chihuahua ‘Bella’ for walks.




Division 4 (Public Safety) Malachi Silva

“Engineer Silva’s work and personal ethos serve as shining demonstration of the highest traditions of the Department, the County and the fire service at large.”

Malachi has been with the County nearly 10 years, and will celebrate her anniversary on June 7, 2017. She currently holds the rank of Engineer, and among other dues she is currently an Instructor at the Bernalillo County Fire Academy.

Malachi is married with one son. When not at work, she spends as much time as possible outside, enjoying activities such as mountain biking and hunting. She is also dedicated to community involvement, engaging in countless hours of volunteer work with organizations such as Albuquerque Area Random Acts of Kindness and the Susan G. Coleman Foundation.

Division 5 (Public Works) Jeanelle Parker

“Jeanelle is very creative and enjoys using her talents to make the office a fun and productive place to work.”

Jeanelle began her career with the county 6 years ago as an Election Technician with the Clerk’s Office in the Bureau of Elections, and as she gained expansive knowledge about voter/election processes she continued to advance. After 5 years, she joined the Public Works Division as an Administrative Officer I, where she is today, and has been able to spread her wings and expand her skillset. She is appreciative for the support received from all the coworkers she has had at the county, and looks forward to being with the county for many years to come.

In her spare time, she enjoys outdoor activities, exercising, spending time with family and friends, and engaging in arts and crafts. She is looking forward to becoming a first-time mom in a little over four months and can’t wait for the best adventure that life can bring!



Division 6 (General Services) Robert Martinez

“Robert is highly conscientious and demonstrates a high commitment to making things better for the accounts payable as a whole. He understands the importance of supporting staff moral and maintaining a positive work environment.”

Robert joined the county in 2003, and has been in the Accounts Payable Section since 2009 where he is currently a Senior Accountant. He is part of the team that is responsible for ensuring invoices are paid. He also assists the AP Manager and staff with any issues that need to be resolved to maintain daily operations, and works to resolve any department and vendor issues that may arise. He considers himself very fortunate to be a part of a great team here at Bernalillo County; the county is very fortunate to have this modest employee as part its team!

When not at work Robert enjoys walking the dogs with his wife, watching their kids compete in sports, and spending time with his whole family at the lake during the summers.


Division 7 (Metropolitan Detention Center) Norma Ortiz-Robles


“Officer Norma has shown the initiative and energy to help others within the facility [MDC], and is to be commended for her efforts and for setting the standard for achieving goals.”
Norma Ortiz joined Bernalillo County as a Correction Officer in 2007. She is hardworking, loyal, and dependable; routinely assists wherever she is needed without being asked; and has a great personality enabling her to work well with both inmates and staff members. She helped establish the MRT program in the Segregation Unit and was the first and only to facilitate this program since implementation in 2016. She is assigned to a specialty unit known as the Security Threat Group/Gang Unit which conducts investigations, helps to prevent narcotics from entering the facility, and to stop gang activity before it begins. She is also the Chair of the Entertainment Committee at MDC which promotes good morale and recognizes staff members who go above and beyond their normal job duties throughout the year. In recognition of her numerous contributions, she was selected as MDC Employee of the Quarter for January-March of 2017.

In her spare time, Officer Ortiz enjoys reading, but most of all she enjoys spending time with her family. She is very active in sports activities that involve her kids.
