BernCo Honors Employees of the Quarter for the First Quarter of Fiscal Year 2019


The Employee Recognition Committee presents seven employees to the Board of Commissioners to receive the recognition of Employee of the Quarter. Each person selected received the highest ranking in their division. The recognition committee ranked each nomination form submitted and selected the employee from each division with the highest average. The Board of County Commissioners recognize and appreciate the hard work and dedication of seven employees who have shown exemplary dedication to Bernalillo County.


Division 1 (County Manager) – Candace Sanchez joined the county in 2005 at the Sheriff’s Office. She is currently the Benefits Financial Administrator in the Human Resources Department, where she oversees employee billing in relation to their benefit withholdings, military leave, and works one-on-one with the medical, dental, vision, and other benefit vendors. In addition to being a go-to person for nearly anything in HR, she has always played a critical role in the United Way Campaigns as a department liaison, and is now the Campaign Manager for the 2nd consecutive year.

When not at work, she enjoys time with husband, Matthew, and 5 crazy dogs. She also volunteers at Albuquerque High School with the cheerleading team, teaching not only the physical routines but also respect, discipline, the importance of academics, and being responsible teammates and citizens.



Division 2 (Community Services) – Jill Williams has worked for the county for a total of 8 years, and is currently a GIS Analyst, in the GIS Technology Section of the Planning & Development Services Department. She creates, updates and maintains the GIS data, maps and routing for the county’s E911 system. The data is provided to Emergency Communications for their consoles, and to I.T. for the mobile data terminals used by the Sheriff’s Office and Fire & Rescue. She really enjoys the challenges her job offers such as to constantly fix and improve the E911 system.

She has been married 19 years to husband, Shawn, who is also a county employee as a captain with Fire & Rescue; and together they have 2 sons. She loves outdoors activities and going to local festivals.



Division 3 (Finance) – Kevin Noel came to the county from IBM in 2013. He is a Senior Budget Analyst in the Accounting & Budget Department where he is primarily responsible for capital and debt service budgeting. He has been praised for his ability to breakdown complex issues into manageable projects, and among his colleagues is known as the “move forward guy.” He truly enjoys solving budget issues, conducting research, identifying new sources and methods of funding the budget, and leveraging technology to improve the Budget Office’s analytical efficiency.

Outside of work, he enjoys cycling. He previously raced and enjoyed challenging his athletic performance, but he invests most of his time and energy into time training and conditioning his youngest son who plays for New Mexico Rush and his school’s soccer teams.



Division 4 (Public Safety) – Brian Sherman started with the County’s Fire and Rescue Department in 2001, where he is currently a Lieutenant. He is a leader of some the county’s best firefighters, and it has been said that their success and professionalism is a direct reflection of the positive influence he provides. He loves the interaction he has with the citizens of Bernalillo County. He tries to be a calming force during emergencies, and values those opportunities to help. Being out in the community when he’s off duty and seeing some of the people he’s helped and occasionally getting that “thank you” makes everything worth it.

Unfortunately, he is unable to attend tonight because his aunt is retiring from Channel 7 and he is committed to being there. But he is very humbled by the nomination and appreciative of this recognition.


Division 5 (Public Works) – Pedro Villa came to the county from NMDOT about 2 ½ years ago, and is currently the road Maintenance Supervisor for the South Valley district, which includes 233 miles of county roads. In his relatively short time here, he has shown a high level of responsibility and accountability for staff, equipment, materials and budget. It is not unusual for him to respond to after-hours calls for road hazards, pumping, potholes or providing support to the fire department. What he enjoys most about his job is having interaction with concerned citizens and helping to resolve their issues. He also really appreciates working with an “awesome crew.”

When not at work he enjoys outdoor activities, traveling, and going to the beach with his wife and daughter.



Division 6 (General Services) – Brittney Benavidez joined the county about 18 months ago as an Accounting Assistant II in the Accounts Payable Office. She is dedicated and reliable, and accepts whatever comes her way with a smile. In everything she does, her great attention to detail ensures quality output. Her work ethic is always appreciated, and AP is especially fortunate to have her during some of the staff shortages it has experienced over the last several months. She really enjoys the team of people she works with and the amazing environment they have created.

In her spare time, she loves to go camping with her family, or target shooting at the shooting range. She also enjoys some good relaxation time at home with her boyfriend and two dogs.



Division 7 (MDC) – Gabriel Baca joined the county as a Metropolitan Detention Center corrections officer in 2009, and was promoted to Lieutenant in 2015. He routinely goes above and beyond and demonstrates exemplary job performance. As a recent example, while responding to an officer’s call for assistance he suffered a debilitating leg injury which caused him to fall to the floor. In spite of this, he proceeded to CRAWL to the cell in attempt to provide assistance to his officers. He truly enjoys his job and working with the amazing men and women who all play a part in protecting the public and ensuring the safety of the facility.

Gabe is a New Mexico native and New Mexico State University graduate. He is married, has two children, and loves spending time with family and friends. He also enjoys playing horseshoes and is a huge sports fan.
