Office of the Assessor Wants to Remind Property Owners of Available Exemptions

Bernalillo County Assessor, Tanya. R. Giddings, reminds all qualified property owners that the deadline to apply for property exemptions for the current tax year is approaching. Property owners who have not taken advantage of the head of family, veteran or 100% disabled veteran exemptions and the value freeze program, must do so no later than 30 days after the mailing of the notice of value (NOV) statements. The NOV statements for 2020 will be sent to property owners on April 29, 2020, with a deadline to apply of May 29, 2020.

“Not only do we want to remind property owners of available property tax savings benefits” Assessor Tanya R. Giddings said, “but more importantly, we want to make certain and remind property owners of the important deadline date to submit their application to our office.”

Applications can easily be accessed by visiting the Bernalillo County Assessor’s Office website www.bernco.gov/assessor. The forms can be downloaded and emailed to the Office of the Assessor at assessor@bernco.gov once completed, or mailed to 501 Tijeras Avenue, NW, Albuquerque, NM 87102. The following are available exemptions to property owners who are eligible.

Head of Family – An owner who is either married, widow or widower, head of household or a single person can qualify. Those who are eligible receive $2,000 off the taxable value of their property. This exemption can only be applied once per household and can only be applied to one property in the state of New Mexico.

Value Freeze Program – An owner who is 65 years-of-age or older or disabled, regardless of age, and has a modified gross income of $35,000 or less can qualify, which places a freeze on the value of the property owner’s primary residence. An owner who has claimed and been allowed the limitation of value for three previous consecutive tax years does not need to reapply for the program for subsequent tax years, if there is no change in eligibility.

Veteran Exemption -- Any veteran who served a minimum of 90 consecutive active duty days (other than training), has been honorably discharged and is a legal resident of New Mexico, can qualify for a $4,000 reduction in the taxable value of their real property for taxation purposes. This benefit is also available to unmarried surviving spouses of veterans who would have otherwise qualified for this benefit.

100% Disabled Veteran --- A property tax exemption is available to any veteran who has been determined to have a 100% total and permanent service-connected disability by the U.S. Department of Veterans Affairs, and who is a legal resident of New Mexico. This exemption grants a 100% property tax waiver on the veteran’s primary residence. The veteran will need to present their tax exempt certificate from the Veteran’s Administration to be eligible for the 100% benefit. This benefit is also available to unmarried surviving spouses of veterans who would have otherwise qualified for this benefit.

In order to apply for either of the veteran exemptions, a veteran or an unmarried surviving spouse must obtain a “tax exemption certificate” from the New Mexico Department of Veteran Services (NMDVS). The NMDVS form is available on the Assessor’s Office website along with the appropriate contact information, if further information is needed to complete the form. The completed “certificate of eligibility” form must be sent to the NM Department of Veterans Services along with a copy of the veteran’s discharge papers (DD-214 or equivalent), a valid driver’s license or New Mexico ID. If an unmarried surviving spouse is the applicant, a copy of the death certificate of the deceased veteran will need to be included.

If the veteran is 100% service connected disabled, they or their unmarried surviving spouse will also need to include their award letter from the Veteran’s Administration. The NM Veteran’s Services Department will mail back the applicable property “tax exemption certificate” to the veteran or surviving spouse. To take advantage of the benefit, the certificate must be provided to the Assessor’s Office for endorsement.
